Of course this question depends a lot on your budget. As well as what types of computers you are comfortable with. For audio work and podcasting I would first advise, if your budget allows, a macintosh - because the built in program garageband is great for recording and podcasting. imacs cost about $899 and macbook laptops cost $999.
On the pc side I would go for the lowest price dell with microphone in and dvd burning capability. They often times have many good deals, so try not to pay full price for anything.
